Western Health is seeking a Project Management Office (PMO) Manager to join our New Footscray Hospital (NFH) and New Melton Hospital (NMH) Projects Team, supporting the development, implementation, and operation of a PMO for the new Footscray Hospital. The role involves overseeing all PMO operations, fortifying project management practices, ensuring assurance and oversight across the NFH programme, and guiding improved project governance and delivery.
This position will collaborate closely with the NFH Project Team, providing support to NFH Leadership and Project Managers by offering reporting and analytics for effective decision-making and identifying potential opportunities and risks.
About You
- Proven track record in successfully establishing and managing Project Management Offices (PMOs), particularly within healthcare or large-scale infrastructure projects.
- Extensive experience in implementing and executing PMO frameworks, methodologies, and best practices from inception to full operational capability.
- Proficiency in overseeing complex project portfolios, ensuring alignment with organisational goals, and driving deliverables within set timelines and budgets.
- Strong leadership skills, capable of guiding and collaborating with cross-functional teams to implement standardised project management processes and enhance overall project performance.
- Demonstrated ability to develop and execute strategies for risk management, issue resolution, and quality assurance within the PMO framework.
- Expertise in utilising project management tools, methodologies, and software to enhance project efficiency, reporting, and decision-making processes.
- Excellent communication and stakeholder management skills, adept at engaging with diverse stakeholders, senior management, and external partners to ensure project objectives are met.
- Adept at fostering a culture of continuous improvement within project teams, emphasising efficiency, innovation, and adaptability in a dynamic healthcare environment.
- Relevant certifications such as Project Management Professional (PMP), PRINCE2, or Agile certifications would be advantageous.
- Eagerness to contribute to the successful opening and operational success of a new hospital, displaying resilience, adaptability, and a solution-oriented approach to challenges.
Key Role Responsibilities * Establish PMO Framework: Develop and implement tailored PMO processes for the NFH project.
- Guide Project Execution: Oversee multiple workstreams within the NFH project, supporting teams and ensuring adherence to PMO frameworks.
- Manage Risks & Quality: Proactively identify and mitigate project risks, ensuring compliance and quality standards.
- Resource & Reporting Management: Efficiently manage project resources, budgets, and provide comprehensive reporting.
- Engage Stakeholders: Foster strong relationships and facilitate clear communication across internal and external stakeholders.
- Drive Continuous Improvement: Identify opportunities for enhancing project management processes and adapt strategies accordingly.
- Governance Oversight: Establish and enforce governance structures to ensure project activities align with organizational policies and regulatory requirements.
- Training & Development: Provide guidance and training on project management best practices to enhance team capabilities.

We are seeking a Project Manager with PPP contract administration experience to join our project team.
This senior position is responsible for leading the service mobilisation for Western Health to facilitate the transition of services and staff to the PPP framework. Role objectives include:
- Actively engage with involved entities to address challenges, align goals, and streamline the seamless integration of services and staff into the PPP structure.
- Leverage coordination efforts to maintain a cohesive and well-coordinated transition, ensuring a successful mobilisation of services and staff within the PPP framework for the hospital.
- Establish effective communication channels among diverse stakeholders to ensure a comprehensive understanding of roles, expectations, and requirements for a synchronised transition process.
Work in partnership with external NFH Project stakeholders including the Victorian Health Building Authority (VHBA) and the Plenary Health consortium

The Victorian Government has announced an investment of $1.495 billion to build a new Footscray Hospital. The new Footscray Hospital will provide up to 599 points of care, allow almost 17,000 additional patients to be treated each year, as well as almost 20,000 additional emergency department admissions and include a major expansion of mental health care services.
